Biography

Public Health Focus/Interests:
As an assistant attorney general, Professor Rios has served as general counsel for the Michigan Department of Health & Human Services for the past 20 years. His work includes litigation in state and federal courts as well as administrative law tribunals involving a wide variety of health law and policy matters including certificate of need, mental health services, recipient rights, WIC, lead abatement, and health professional licensing.

State Authorization: Distance Education Restrictions Based on Permanent Residence
